Exactly, turning windows into a rolling release cycle thing is a disaster. At the office you can have different teams pinned to different releases by mistake and because WSL features are tied to releases you could have one team able to use docker for example and another team pinned by their department to an earlier release of windows 10 with a version of WSL that doesn't support use of docker or has some other vital but missing feature.
However because of how WSL is integrated with the NT core it has to be pinned like this. For Microsoft the ideal was to enable them to innovate on a continuous basis but its really turned into quite a train wreck in practice.
