Not true. A prime example is Google fiber is coming to Austin, TX this year. They will offer unlimited bandwidth and tv service with no compression. If what you said was true then TWC wouldn't be scrambling to offer a 1 gbps offering along with cheaper tv plans. Competition is what keeps your hypothesis from coming true

The government isn't saying this will be the only source of training for medics or law enforcement. This would be a supplement to existing training they give them. I don't see how this is any different than a flight simulator for pilots in training.

I agree.
Of course they could alternately come up with a touch pad that sits in place of the mouse. Where your finger floats above the touchpad and your movements are picked up on the computer screen as the movement of the cursor. Then touching down on the touchpad results in clicking.
