Adolf Hitler won the popular vote.
Actually, this isn't true. He lost three elections, and finally conviced the winner of the last (Hindenburg) to appoint him chancellor. Then, when Hindenburg died, the cabinet didn't call for an election, but appointed Hitler as the new president.
