It's pretty clearly a rockets and rockets comparison.
SpaceX built it's rockets from scratch. When did NASA ever land and re-use a booster?
Orion is just re-used tech from Apollo and SLS that hasn't properly flown once yet. They launched a dummy capsule from a different rocket just to test the heatshield, and have since redesigned the heatshield.
There aren't that many direct & clear cut comparisons between the efficiency of the public and private sector, but this one is pretty horrific, and you are on a hiding to nothing trying to argue that the comparison is invalid.
