This phenomenon that you are referring to (0 tax revenue at 0% tax rate and 0 tax revenue at 100% tax rate, with maximum revenue and some tax rate in the middle) is called a Laffer curve and was created by some guy named Arthur Laffer. Modern economists still argue which side of the crest we are currently on. People who think taxes should be cut believe we are to the right of maximum revenue and visa versa.
