NYC Politician Wants To Ban Cashless Restaurants (eater.com) 636

If New York City Council Member Ritchie J. Torres has his way, the growing trend of cashless restaurants -- establishments that accept payment only in plastic and digital forms -- will be snuffed out. From a report: Torres plans to introduce legislation before his fellow city council members that, if passed, would levy fines on any local businesses that refused to accept paper currency. "I started coming across coffee shops and cafes that were exclusively cashless and I thought: But what if I was a low-income New Yorker who has no access to a card?" he says in a Q&A with Grub Street. "I thought about it more and realized that even if a policy seems neutral in theory, it can be racially exclusionary in practice. Therein lies the problem with card-only policies. I see it as a way to gentrify the marketplace."

Torres believes the cashless business model is inherently classist and racist, as it excludes anyone who might not be able to afford smartphones loaded with digital currency such as Apple Pay or qualify for credit cards, let alone the roughly 22 million Americans who do not have bank accounts. "If you're intent on a cashless business model, it will have the effect of excluding lower-income communities of color from what should be an open and free market," he tells Grub Street. In 2009 Wall Street Journal story, Tony Zazula, co-owner of now-shuttered Commerce in New York City, explained, pretty much, yes, that's right.

One missing player in all this is IBM, who has backed OpenOffice.org in the past. One possible reason for Big Blue's silence is that it might be a prelude to the killing of Lotus Symphony, its OpenOffice-based suite." The Apache Software Foundation, on the other hand, insists OpenOffice.org is not at risk.

Microsoft Demonstrates Practical Homomorphic Computing 141

holy_calamity writes "Homomorphic computing makes it possible to compute with encrypted data and get an encrypted result, something that could make cloud services more secure. Such systems have so far been mathematical proofs, but researchers at Microsoft now say that stripped down versions able to only compute certain mathematical functions are efficient enough to be used today. They built prototype software capable of calculating statistical functions using encrypted data and say it could be used for processing medical data while protecting privacy."

To defend my 7 digit ID brethren he may have been a lurker like me and relatively recently registered. I have been reading this website since late 2001 and only registered when they changed the layout so I could switch to the old one.

The crowdsource-minded folks at the Defense Advanced Research Projects Agency rolled out an online game that lets players try to catch elusive, quiet enemy submarines. According to DARPA the Sonalysts Combat Simulations Dangerous Waters software was written to simulate actual evasion techniques used by submarines, challenging each player to track them successfully."

Instead of the power-hungry ECL technology, however, the scale model is built around a Xilinx Spartan-3E 1600 development board. All software is available if you want to build one for your own living room. The largest obstacle in the project is to find original software."

AMD Readies "Lottery-Core" CPUs 80

The company has revealed that the next generation (codenamed Tyche) will be offered as a single 'lottery-core' SKU, with the number of functional cores in each part left for the customer to discover. 'We know gaming is very important to our customers,' explained regional marketing manager Ffwl Ebrill, 'and we're innovating to bring that win-or-lose experience out of the virtual world and into the marketplace.' Anyone discovering more than ten functional cores could consider themselves 'a lottery winner,' while unfortunates discovering their new CPU had no working cores at all would be encouraged to 'roll again.'"

DRBD To Be Included In Linux Kernel 2.6.33 166

An anonymous reader writes "The long-time Linux kernel module for block replication over TCP, DRBD, has been accepted as part of the main Linux kernel. Amid much fanfare and some slight controversy, Linus has pulled the DRBD source into the 2.6.33 tree, expected to release February, 2010. DRBD has existed as open source and been available in major distros for 10 years, but lived outside the main kernel tree in the hands of LINBIT, based in Vienna. Being accepted into the main kernel tree means better cooperation and wider user accessibility to HA data replication."

Back in the 90's I worked for a company that built coin changers and acceptors. Even back then they were using a more advanced method than the one you describe. The acceptor was actually the part that determined what type of coin was inserted and would reject it if it was a slug. The acceptor worked on the same principle as a metal detector. Since coins are made up of a unique mix of metals the acceptors could be "tuned" to accept a certain coin by dropping versions of that kind from different years and differing conditions. This would create a range of values for each coin. When a coin is dropped into the acceptor it gets a reading of the coin. If it is in the range of one of the coins the acceptor is programmed to accept then the coin is routed to the proper coin tube or the cash box if the tube is full. Otherwise it will be rejected as a slug. The acceptor is actually plugged into the top of the changer as a complete unit. For what it's worth I did see an acceptor there one day that worked similar to the way you described, but I believe it was from the 70's or early 80's.

Fear Detector To Sniff Out Terrorists 342

Hugh Pickens writes "Evidence that the smell of fear is real was uncovered by US scientists last year who studied the underarm secretions of 20 terrified novice skydivers and found that people appear to respond unconsciously to the sweat smell of a frightened person. Now the Telegraph reports that researchers hope a 'fear detector' will make it possible to identify individuals at check points who are up to no good. 'The challenge lies in the characterization and identification of the specific chemical that gives away the signature of human fear, especially the fear in relation to criminal acts,' says Professor Tong Tun at City University London, who leads the team developing security sensor systems that can detect the human fear pheromone. The project will look at potential obstacles to the device, such as the effects of perfume and the variances in pheromone production and if the initial 18-month feasibility study is successful, the first detectors could be developed in the next two to three years. 'I do not see any particular reason why similar sensor techniques cannot be expanded to identify human smells by race, age or gender to build a profile of a criminal during or after an incident,' Tong added."
