Please someone (possibly gclef) tell me how much of this is workable without the cloud. I too am unwilling to enter into a NON-standalone home automation system...

So to answer your question it appears if you don't care about cloud features like having your lights flash red if your favorite sports team is losing, Then you can use the system as a standalone after your initial setup.
