"I can tell Sun when to rise or set".
(It is only almost a joke.
A couple of years ago, my city was moved from
GMT(or UTC?)+7 to GMT+6
without any rational reason
(The "reason" from local authorities was that it was 2p.m. at the time of "real" noon).

Another funny thing (but not a joke) about my city and the Time is that some time ago, the city was in two time zones simultaneously (different time zones for different banks of the river).
