The system you desire was developed at U C Berkeley nearly ten years ago and has been in production at places like JPL and the Langley Research Center since 1997. This software contains all the features you desire and a lot more, including a fully distributed processing system, a collaborative distribution system, archive hooks and even has robust security features.
