During WWII most warring nations used such weapons to an extent. Regretfully, only those who lost were punished additionally for that. Those who won got a free pass, and that is why we may yet see some WMD usage, especially now that MAD is gone for good.

It has always been the case that the loser is punished and the winner isn't and always will be. That's why when you're fighting a war you need to do everything you can to make sure that you win.

uh, it's not a lawn and they don't water it. It's a vacant field that is covered with the annual rye that covers most of California's grasslands. While it isn't native to the area, it performs a similar ecological role to the now rare native grass and probably isn't worth exterminating to replace with native grasses. Goats are a better option for fire control than mowing or discing which are the two other options.

Safari Beta Takeup Tops Firefox, IE and Chrome 342

nk497 writes "The release of the beta for the next version of Apple's Safari browser last week helped drive Apple's market share above ten per cent. The Safari beta has gained users at a rate of about 0.5 per cent a day since its release, topping one per cent by day four. For comparison, Microsoft's beta of IE took six months to hit one percent, Chrome needed almost a month, and Firefox 3 took a week."

Utah Mulls a Database of Bar Customers 623

Instead, "private clubs" require you to fill out an application and pay a fee if you want to have a drink outside the home. While there is pressure to reform this arrangement — one argument is that it's bad for tourism — the head of the state senate recently floated a proposal to create a database of every bar patron's visits. Now Utah's governor has called that idea "almost Orwellian," adding that "it's very difficult to legislate adulthood," and its supporters seem to be backing off. The idea of requiring bar patrons to swipe their drivers licenses as proof of age is still on the table, though.

I should add that this isn't a reason not to pursue research for cures for HIV. It's a very interesting problem and this technique may have broad application if it works. Also in some parts of the world HIV is very common and hard to avoid.

Just as we would treat a heart attack in a 400 lb man, so we should also treat someone with HIV as best we can.

But the big majority of people with HIV in the developed world have it because they are stupid. Avoid shooting up and receptive anal intercourse and you've dramatically cut your chances. Insist on only doing the nasty with clean partners in safe ways and you're very safe. Keep your dick dry, your asshole closed and don't shoot up and your chances of getting HIV are pretty much 0.

The government didn't provide car vouchers, but the (very few) people who still needed leaded gasoline could (and still can, for that matter) still buy the lead additive separately and add it to their tanks. For nearly all drivers the answer was a minor adjustment to their engines and using premium unleaded gas.

Interestingly, leaded gasoline hasn't completely disappeared. It is still used as an aviation fuel.

Assuming what you say is true, something is seriously wrong with your light installation. Either your wiring is dangerously f'd up or the bulbs are getting wet. Either way, if you value your safety you should identify what the problem because it could indicate some real danger.

Under current licensing 'downgrade' agreements, system builders can install XP Pro instead of Vista Business or Vista Ultimate; however, Dell has opted for a surcharge of $150 over the price of Vista for the older but more popular XP Professional operating system. Rob Enderle says the downgrade fees could potentially be disastrous for Microsoft: 'The fix for this should be to focus like lasers on demand generation for Vista but instead Microsoft is focusing aggressively on financial penalties," says Enderle. 'Forcing customers to go someplace they don't want to go by raising prices is a Christmas present for Apple and those that are positioning Linux on the desktop.'"

I like dead tree books for a lot of reasons they are in no particular order

  • Portability/Durability - I'm usually reading one book at a time and it's a lot easier to not have to carry around a laptop or find a desktop to work on. This could be addressed by an e-book reader or a netbook, but these are much less durable than a book. Try, for example, dropping your laptop or e-book reader onto a concrete floor a few times and see how long it lasts for you.
  • Resolution - I can read significantly more quickly and with better comprehension when I'm reading a dead tree book than I can when reading an e-book.
  • Mutability - I can mark up my real books far better than I can an e-book. The tools just aren't that flexible yet.
  • Speed of searching
  • I can often find things more quickly in a paper book than I can in an electronic version of the same book because I can flip through it very quickly in a way that isn't possible with electronic books. That being said, electronic searches have their own advantages.
