Using english or any language for that matter does not necessarily make things simpler. Its hard to pinpoint but its the ease of logic and the ease of implementation. That is why PHP was so ( or still is) successful as a web script. It came at a time when the youth was not so dumbed by monoplistic apps like FB, Tw, G etc and one loved to 'interact' in a way that PHP exactly provided - there were plenty of free or cheap hosts, and whether PHP was/is slow hardly mattered as that never surfaced in the multitude sites that had small to mod crowds. In short, PHP cannot be displaced from what it has attained. Look at the number of scripts in ROR and PHP even after so many springs and summers in ROR have passed. How this new stuff will compete with Python, Java, C future will tell but it reminds me of squishedmosquito.com and how nothing happened.
