As a scientist who has published numerous refereed papers, some in the PNAS, I can tell you exactly what likely means. It means that while they may believe the statement to be true they do not have sufficient evidence to support the statement.
The whole notion that we humans have sufficient knowledge and power to alter the environment in ways we choose is ridiculous. Planet Earth is going to change with or without human help. The notion that the planet should stay in its current configuration is as flawed as the notion that the world is flat.
