The table just below the paragraph contradicts it, as does the Environment Canada weppage

record lows for Edmonton City center A.

Jan 20 1943 -44.4C
Feb 08 1939 -46.1C
Dec 28 1938 -48.3C

also exceeded it on Jan 3 2009 -41.9C (at the same weather station.) I'm sure I can find more.

Ummm, a lot of the information or "general feedback: you think you would be willing to pay $500 for is available for free from Google.

Look up Webmaster Tools. http://www.google.com/webmasters/
Look up Sitemaps, and look up Analytics. http://www.google.com/analytics
