If you start off by making it cross-platform, it would be tougher to turn back later - especially if it's some sort of de-facto standard - without risking your market position.
When you're not the market leader, it's to your advantage to preach openness and standards. In this area, Adobe's the clear leader - so MS' strategy is to try and be open.
