It's really hard to manage big thing. As Apple is one of the market leaders, they thrive to manage it all. That's why EU should consider it(LOL all the way).

May the idea is good. But personally, i think the overall infrastructure isn't suitable to run that idea properly. But we can keep on supporting that idea.
