It's not as simple as charging them for what they use, even if they increase the rate.
The massive needs of a data center will mean the utilities (delivery, transmission, and generation are typically separate companies) will need to increase capacity significantly. Unless the data center owner is going to pay a massive connection fee, the utilities all need to front a lot of money for this build-out. The cost of this build-out is what is being passed on to the residential customers.
Now imagine the losses the utilities will face once the big AI crash hits.
