I see this more as way to expand business for adwords, while not having to have a huge sales force on the books, generating costs, travel, expense accts., etc.
The small business is likely the largest growing segment for their advertising (boom/growth/market share) bottom line. To get to that segment, grass roots seems to be the approach here, market-by-market. Slick.
