a pea whistle is like a referee's whistle. it had a hard ball inside of it that at one time was actually a dried pea. if you still don't know what i mean do a quick google image search for "pea whistle" and then you will see it.
as far as blower, i think that is a whistle-blower. like when a disgruntal employee goes to the bsa and tells them about all of the pirated software in a company.
