It can't be prevented from happening again. The internet is a composite entity, not a corporate one. A device doesn't just connect to it - it becomes part of it (and potentially traffic can be routed through it). Some of the devices are connected by fibre-optic trunk cables - some are held together with the network equivalent of Scotch tape and string. Because of the interdependency and interconnectedness, a misconfiguration can quickly propagate and cause massive problems. And no one entity owns or is responsible for the whole thing. The best that can be done is to strive for greater resilience and robustness.
The following incident was in 1998, but I still remember it like yesterday - all the bank bosses hopping mad because they couldn't complete billion-dollar transactions, and couldn't find anyone who could be held legally responsible for the problem, or for fixing it:
