In Russia receipts are an absolute requirement. It may be on paper, sent by email or SMS. And each receipt has QR code that customer can check immediately with tax service app. This makes scam like than pretty risky as any customer that does not get receipt may report. And receipt forgery is also not possible.

Come on! There have been threats to block Russian internet access. There have been numerous cases of US agencies controlling traffic on global scale and you don't count on getting Internet access via China. So they don't want the country infrastructure to stop working in case of a conflict. It's something that's rather hard to fix so it's ok to start earlier.
What they are trying to do is make sure government web services will continue working, financial institutions, search engines all continue to be accessible.
Why is that "nonsensical"? As far as I know there are no plans to disconnect from the Internet. But why not make sure that if you get disconnected your internal connectivity still works?
And no, it's not trivial. There may be numerous unobvious dependencies. Traffic routes, name resolution, certificate issuing and revocation, mail routing, various software updates, etc.

And you know what. Here in Moscow we see things not so black and white. Time magazine makes it look like all that content is free speech. Not at all. There is plenty of content about child abuse, suicidal instructions and drugs. And there is no restriction on posting political content on Twitter in Russia. Check Navalny messages -- all his reports are there.

On the other hand certainly there are lots of pro-government guys that will try to abuse the law and request to remove more content that's actually prohibited. That mainly on edge cases. I'm not sure myself if appealing to children to go to illegal protests is ok. It's open for discussion.
But for now they started removing something that's certainly illegal. Something that should be done long time ago.

Comment In Russia anybody can return OS (Score 1) 238

FYI. Here in Russia computer manufacturers are all required to return funds for OS on request. But the amount they return is very low -- equivalent of 10-20USD. OEM licenses are about twice more expensive when purchased is low quantities here. Actually who knows maybe 10USD is all is costs for companies like Sony.

Just solved similar problem for myself. Windows should be absolutely sealed. You make tenth-millimeter gap and noise insreases considerebly. Frames should have labirinth profile. Tightly installed. Glass of different kind, 2 or 3, all different width, different gap between the windows. The bigger gap is the better. You can find actual research results on which configuration gives which noise improvement level. The idea is that different frequencies penetrate different materials more or less. Interesting is that some tests show that there are window configurations that actually increase noise on some frequencies because of the resonance effect. Different gaps reduce that effect. Make sure you've got proper ventilation system. Absolutely no point to buy expensive windows and then keep them open! Floor, wall and ceiling are basically same idea. More layers of different material, better disconnected from each other - the better. For me mostly windows did the trick. I can only hear the street when something really heavy passes by and the vibration goes through the soil and building structure. Otherwise problem is gone.
