Well... MD-Media disks are $15 because they -aren't- being pushed. The IRAA likely has a lot to do with it. Think of it like this: for close to 20 years we have had CDs. Media prices has not come down significantly in all that time. MDs cost 9 dollars. You lose almost no sound quality; only 3-5% of the population can detect the difference between an MD and a CD.
Open up the market for MD drives on computers in the US, you let the MD market have that much more of a foothold...
sadly, we have been subjected to choosing vinyl, tape or compact disk and not been given any other viable choice. MD is smaller, doesn't scratch, is recordable, is editable, and simply looks cooler.
Its been around since 1990ish in the states, and there is yet to be a large following. Sony is choosing CD over MD because of marketing. No one is going to switch to MD because it does not have a readily availible device to read it.
