We run a server farm using Ubuntu servers for years and I can tell: I like Ubuntu but Upstart is a pain and it is broken. We will probably switch to Debian if they adopt systemd. It is no wonder that Redhat and Suse have tried it but switched away.
In addition... all modern systems, especially laptops, have to adopt to much more varying hardware and networking situations than what was the case in the past. Add in the containers, cgroups and other server functionalities, I really think we should get something more powerful than bash scripts to sit in between kernel and the userspace.
