The people receiving the UBI are not many, and not enough to affect how things work in their area - so the individual in the study is better off with UBI

If everyone got UBI, then everything would change and the UBI money would disappear into higher costs for food/rates/housing costs/premiums etc.

Putting a charger in is not the problem.

Work out how much power is required to power a suburb's car fleet - then add that draw to the current suburb's power usage and see if the suburb supply lines can do it... then see if there is enough power generation in that country/state to do that for all vehicles.

I think basic math will show that it is impossible with current infrastructure... everywhere.

You think the average African has asperations of continuing to live they way they currently do?

CO2 output per capita is currently more to do with where people live, if they live in the west, they live a western lifestyle and have a large environmental impact. If they live in a 3rd world country, they want to live the western lifestyle and their whole area slowly moves in that direction.

Every immigrant from a 3rd world country to western world lifestyle increases environmental impact, it also creates more space for another person in that 3rd world country
