The phrase "French Lawmakers" is doing a lot of heavy lifting here. The article says "members voted 11-10 in support of the motion on October 30" but fails to mention that the house has 577 members. This was a vote that an ultra-left socialist party held in the middle of the night so only they would be the majority. This is apparently something they do regularly for publicity stunts and to "pass" highly unpopular measures. This still needs to be approved by actual lawmakers and there's zero chance it will be.
