We have Digital Radio Mondiale. There are quite a few shortwave transmitters using Digital Radio Mondiale standard. And there is a open-source software receiver ... see http://drm.sourceforge.net/ What you need is a shortwave receiver and a small device to get the drm signal to your soundcard, and the free dream programm to decode the drm signal.
