If you volunteered or offered a civilly discounted rate for helping to implement that sort of a system you'd be surprised at how quickly you can become influential in your community and serve as an example to nearby schools...

Having spent many years attempting to influence government policy on all kinds of levels, I think the real surprise is how transparently corrupt most of the U.S. government is and how little influence average people have over government policy decisions in the U.S. There are literally thousands of examples to back that up which I'll leave to you to research. :)
