He counted users the same way Oracle would have counted users of Oracle database for licensing purposes. If a user connects to Oracle database to get data, they are counted.

Section I of the counterindications to driving has a qualifier that those disorders counter-indicate driving only if they have major and frequent symptoms, so there is some wiggle room. Otherwise, it's a page straight out of Nazi playbook of discrimination against gay and disabled.

It's interesting who Chi-Mei conspired WITH. Chi-Mei is not the best LCD manufacturer and they agreed to cooperate with DOJ. There must be other companies who Chi-Mei will bust and who will pay more. Certain Koreans, perhaps?
