One more reason: you aren't a permanent resident or US citizen - I paid US federal taxes for 2000 but as I was on a J1 (exchange visitor, although I was actually a graduate student) visa I didn't qualify for the rebate. My sister (on an H1) is in the same boat. Pays plenty of taxes - didn't get the refund.
