Using SMSlib (Score 1)

I have used SMSlib for a similar purpose. It is an open source Java library for sending and receiving SMS with a wireless modem. I used it as a framework to communicate with the modem and extract its signal quality measurements. With a bit more work this approach can be extended to correlate RF parameters with some other (IP) measurements you mention. It can also be extended to make it a mobile measurement that you require. I am currently working on a more accurate interpretation of some of the RF measurements. Best regards, Novak.
