What about something similar to the competition Gnome had about a year ago? There was a bounty on features. I'm thinking the same thing, but for bugs in the kernel. Two issues with that:

1) Who would sponsor it
2) Providing a big list of bugs might serve as ammunition for Microsoft et al.

Just a thought. I love Linux and would like to see it continue to be great.
