Carbon Nanotube Ultra-Capacitors being developed/tested at MIT would be the most ideal candidates to replace any battery (not just for DoD). And if they wanted an easy way to charge them, how about wirelessly via another MIT invention recently seen in the news. Since charging a capacitor is almost instantaneous versus a much longer time for batteries, the loss due to efficiency of wireless power could be negated? I don't know if this would work for sure, but just seems common sense to me.
