A more interesting tool would be one that can push satellites back into the atmosphere at scale, as no one is stupid enough to create more debris in space, that would be shooting yourself in the foot.

Watch them launch a "preemptive strike" during the exercise claiming the opponent was probably going to attack them because the software said so.
