I will agree that aol does show a lack of responsibility, it's not all aol's fault. The vast majority of the newbies to internet find themselves using aol as their connection to the internet, thus leaving aol the responsibilty of policing users who many times don't even know what they are doing. While things such as DoS'ing, mail bombing, spamming, and such are intended and surely not done by accident, many of the insitgators of these things don't mean all that much harm (with the exception being the commercial spammers.)
And also, don't forget aol has 17 million users, spanning the all of the us and canada, and jumping continents. If you had to deal with a a system this big, abuse of your usenet connection wouldn't be a high priority. Of course they *should* have enough people to do this, because god knows mr. case sure has the money to do this. But, as we all know, it's not a perfect world.
