It's hardly that. I can't insure devices used by kids for a very specific reason, they simply can't be held liable. They forget, they put their expensive shit everywhere where not appropriate, they want to avoid homework and they fucking loose their "books", in this case a Chromebook. It's kids. Probably a lot of these Chromebooks been lost due to accidents, and then reported stolen due to insurance companies being a fucking mess and misunderstanding by patents thinking they'll be liable for repairs and not lost/stolen devices. I've worked at school where students have laptops/Chromebooks. The waste and hilarious and sometimes disturbing excuses when broken and non-functional equipment is returned for repair are constant. We simply took their computers, gave one in stock and sent off the broken ones for repair. The excuses we got were during fault report. A lot of laptops were reported stolen, we used to track them as they were connected to mobile network. 99.9% were never seen or recovered so it was decided not to waste money on extra mobile connectivity hardware, the laptops were most probably in some "hilarious" (stupid) accident or disturbing destruction.

Yeah, you've got bigger issues if someone goes to the length of planting childporn on your stolen computer. Either your stolen computer had childporn and the thieves got disturbed, cold feet or disgusted with you or it's someone that really hates your guts and does everything they can to hurt you.

Yet, you don't resolve hate by allowing it to spread through campaigns and misinformation. You stop the immediate spread, stop the wrongdoing and then address issues and reasons behind the hate. Hate isn't a logical emotional response based on facts, but irrational anger and fear going to extreme and projecting blame at others. If you allow misinformation, propaganda and create a common enemy in massive scale you get pogroms. Hitler did it, Trump did it, Putin did it, Poland and Myanmar did it all for political gains and deflection of _real_ issues they tried to avoid dealing with.

Your hypothetical example is already a reality since President Obama declared he could kill any US citizen with hellfire missles at any time as long as they were abroad. If we get another significant terrorist act or Mr Trump as president again, rendition of US citizens within and abroad might not be far away.
