Lets assumes that their proposed solution runs at 100% efficiency. However, for them to be able to recover a lost packet, they will need to add redudancy to each and every packet. You can't recover data that has zero duplication. The end result is, their solution, even when working perfectly isn't likely to be better than the current solution(TCP) as far as bandwidth utilization is concerned.
