It's hard to imagine what regrettable state of confusion would lead someone to ask such a question. It's absolutely not a crime to store metadata about articles, nor is it a crime to store personal copies of full text. In fact, leading opinion; http://www.infodocket.com/2013/02/15/update-on-proposed-digital-public-library-of-america-dpla-metadata-policy/ states that in most cases, metadata isn't subject to copyright.
If that's not enough, Thomson Reuters makes such a product themselves.
