you can actually get pico without installing pine:
ftp.cac.washington.edu/pine/unix-bin is what you're looking for...
some types of use/users don't need anything more elaborate as pico, and the look and feel is allready really freaky to windows-adepts, so if you have them logging in on your system... there's no need to scare them off by putting a vi manual on their desk ;-)
