Blumenthal has been leading this fight for a year, but got beat down by the legislature and a bunch of bloggers. This vastly scaled-back, opt-in approach is a very positive sign. However, if you live in North Carolina, your legislature actually did rush through the more punitive bill (making any site with user-generated content practically impossible to operate under the law) without bothering to read the thing first.
