Perhaps someone else will correct me but I think it is because of the schedule and the relative positions of the space stations. SpaceX is also doing a lot more missions so they don't have the luxury of waiting for the optimal date. The Russians have done docking in three hours so it isn't that the Chinese have superior tech.

Because of the "Some public security exceptions would apply" clause government's would exempt themselves from this ban. Would this ban apply to the vaccine passports being implemented by private companies?
