Technically, a traitor is someone committing an act against their own country. So, from that perspective, treason is not the correct charge. Priests, bishops, and cardinals are all citizens of other countries, not citizens of the Vatican. The more appropriate charge might be espionage, i.e clergy member is a foreign national stealing/sharing confidential information.
That being said, frankly, I think he deserves a medal.
