PBS doesn't rely directly on government funding much for their content creation. It's Arkansas that relies on gov funding to bring the program over the air to its residents. A portion of that pays for the right to broadcast some of the programs. So maybe PBS loses a few hundred K in royalty. Probably not a huge deal.
People that attack PBS have never watched NOVA, or some of the arts and music programming, They're excellent.

The goal is not to stop them from gaining the tech. The goal is to slow them down and divert their resources. China always catches up once a tech is commoditized. So it's just a matter of time. Giving them unlimited access to top of the line AI hardware will help their advances in areas that US want to dominate.
From national security point of view this is the right thing to do given that China is an adversary. Maintaining the lead in critical tech has its advantages.
Obviously from the point of view of China this seems unfair and dirty, but it's a dirty game that both sides play.
