With a local account and standard non LTSC Windows 10, Microsoft still give you an account but it is attached to your machines HWID and you have no control of it. If you buy a laptop that was previously owned by someone else who used a local account, and you proceed to use a local account yourself, then you are able to see and have access to the machines entire Windows store history and purchases even across complete formats and fresh installs.
