On the motorways in Germany 180kph is a pretty common speed for people to be driving. I've cruised at up to 250kph here, and depending on traffic conditions, and being in the right car, it is comfortable. Despite drinking fuel you arrive at destination much faster. Maybe other countries should be investing more in their road infrastructure and driver education and attitude? I've never driven a Volvo but with their safety reputation I would not doubt their ability to produce cars that handle and perform well at such speeds.

Sure, but my point is: Even with a local account Microsoft is storing similar information as they do for an online account; Instead of linking it to a user provided e-mail/login they associate it with the hardware. For example windows store activity/history is saved in the cloud in a hidden account for that machine, there is no way to delete this, so a second hand PCs new owner can see all of the old owners store activity even after complete format and reinstall.

With a local account and standard non LTSC Windows 10, Microsoft still give you an account but it is attached to your machines HWID and you have no control of it. If you buy a laptop that was previously owned by someone else who used a local account, and you proceed to use a local account yourself, then you are able to see and have access to the machines entire Windows store history and purchases even across complete formats and fresh installs. Checkmate.
