And then there's the track record of these 'tests'. Remember BPL? The carriers and the FCC BOTH claimed that there was no interference to any of the radio bands, until the Amateur Radio community proved them wrong.
Time will tell, a live test environment is a good way to test, but even then there are conditions that occur in some areas that do not occur in others, so a live test environment is only a start.
