tc basically allows you to activate netem (a network emulator in linux). I dont know about now, but when I had used it for a project a year ago, you had to compile your kernel with netem enabled. tc then allowed you to modify your link properties to emulate wan links. Had used this with tcpprobe to analyze the performance of an Inverse Increase Additive Decrease congestion control algorithm that we had written for academic purposes (adapted from http://nms.lcs.mit.edu/papers/binomial-infocom01.pdf) and compare its performance with newreno. Internet Census Taking,
We believe we have taken the first census contacting each address of the visible Internet since 1982 (RFC-832). A census is an enumeration of all allocated addresses. We probed all 2.7 billion allocated addresses (compared to 315 in 1982). We are able to probe only the visible Internet: all addresses that use public addresses and choose to respond.
Accuracy,
No census of billions of addresses will be perfect; we underestimate occupancy for three reasons: A few percent of probes and replies are lost due to congestion. Addresses such as those behind firewalls choose not to receive or reply to our requests. Other computers use private addresses. We evaluate loss in our technical report; evaluation of the other cases, the invisible Internet, is future work.

Indian Moon Mission To Launch Next Month 176

Anil Kandangath writes with word that the Indian moon mission plans (mentioned earlier on Slashdot) are about to be put to the test. "While the spacecraft itself will not land on the Moon, it will act as an orbiter and land a rover on the surface. The spacecraft is being launched next month sometime between October 22 and October 26. The spacecraft payload includes 11 payloads (including one from NASA) and will perform remote sensing and studies of the lunar surface. The mission is estimated to cost Rs 386 crore (~ 84.3 million USD)." Update: 09/21 18:29 GMT by T : Thanks to reader Anil Gaddam for pointing out that this figure had been originally misstated as 7.7 million USD.

Parachuting Special Forces Dogs 3

Forget Russia's precision flying walrus team and Brazil's razor wielding greased monkey squadron, Britain has high altitude parachuting German Shepherds. The SAS (special air service regiment) has been training the dogs to make jumps as high as 25,000ft. Fitted with their own oxygen supply and strapped to special forces assault teams, the Shepherds will be sent out with tiny cameras fixed to their heads, to find insurgent hideouts. The cameras will send back live pictures to the troops, showing enemy locations and warning of ambushes. An SAS source told The SUN: "The dogs will be exposed to very high levels of danger on these operations and you never know what's going to be behind a door. Nobody wants to see the dogs get killed but if it's their life or a man's it is obvious which the CO would prefer."

Milky Way Black Hole Could Reignite 117

sciencehabit sends us to Sciencemag.org for an account of a survey of nearby galaxies that points to the possibility that once-quiescent galactic nuclei could wake up and become active again. If the Milky Way's dormant black hole should become active, it could be bad news for life on Earth (and elsewhere in the neighborhood). The paper (PDF) is up on the arXiv.
