Above 30 km/h I believe, most of the noise comes from tires, so electric cars going at 50 km/h are almost as noisy. Carrer d'Aragó full of EVs or ICE vehicles is going to be almost as noisy. Plus newer EVs in Europe *have* to make noise for safety reasons:
"the sound to be generated by the AVAS should be a continuous sound that provides information to the pedestrians and vulnerable road users of a vehicle in operation. The sound should be easily indicative of vehicle behaviour and should sound similar to the sound of a vehicle of the same category equipped with an internal combustion engine."
But biology has not changed that much in the past 10 years or so. So in a way, yes, it is the wrong way.

Note that an square of 400 x 400 km equals 160,000 km, not 400 km.
The amount of materials needed to cover such a square with a solar plant probably exceeds the world's production capacity for iron, aluminium etc in a calendar year (I made some rough numbers some years ago).
That is without counting the energy needed to build such a plant...
Actually he considered the first 1 million primes, not the primes until 1 million, I would say that is unbiased, but I might well be wrong.
