The point is that MS Office is highly popular in the higher education market and this is demonstrated by the institution's response to your friend. Of course there are cheaper ways to go, but do they have all the features? Will they be accepted and are there compatibility issues?
I would assume that they have roughly 1,000 machines which would point them to a Campus Agreement as a cost effective way to deploy. In this scenario, if it is licensing for Office alone, then the cost per desktop would be $40 annually.
He could choose an open license agreement which would cost more initially, but you pay once and retain the rights to use indefinitely. At some point you need to upgrade and this also becomes part of the decision process/game.
