The site that I administer, has recently passed from slashcode(perl) to ruby on rails (custom web site code).
After the switch, intel dual core 2.6ghz with 2gb of ram is dying.
So, because developers like the 'programming on the fly' method, the owners of the site will pay more money for the server administration, and for few more servers so the site can handle the peaks.
As far as I see it .. it's a programming language (with framework) which is created not to scale better, but because everyone wants to finish things faster, which is not neccesarily better.
IMHO.
