Blizzard have occasionally allow characters to move from an specific overcrowed realm to a specified less crowed realm.
Not all servers were created at the same time, and earlier ones are now full.
If I was on a new server, I wouldn't want a lvl 60 transferring in when everyone else is lvl 20.
