"Money to support their service needs".. Bull$hit! USF is just a way of subsidizing ILECs so that they can drive CLECs out of business. I live in an area where HellSouth (ILEC) has a telephone monopoly. They can't even arrange reliable phone service in urban areas, let alone out in the country. HellSouth couldn't provide me a phone line that I could get a dialup connection speed above 14.4k (due to static and cut offs) and I was paying $90-$100/month for two phonelines. Comcast didn't have any problems pulling a digital cable to my house. Now I've ditched HellSouth and pay less a month for cable modem and cell phone service.
