I'm at a loss why anyone would agree with scientology on this matter.

As a medical doctor I think it is important there is a law that gives doctors a possibility to protect people (and their envirement) from them selves.
In my country, Holland, there is a procedure for protective custody in a mental hospital. I never heard of any misuse. Don't forget that in most cases people close to the person will see things go wrong and realize something has to be done.
Not having such a law means people who are mentally ill, can't be dealt with in a responsible way by the expert people. Either law enforcement excess in force and harm a patient, or patients harm their envirement in their blurred reality.

In Holland the procedure is as follows, and is in my opinion a responsible way of dealing with the delicate balance of liberty versus safety/health:
- a GP, parent, husband, wife, psychiatry counselor can request a protective custody, for instance for somebody who is psychotic
- a psychiatrist MD on call will evaluate the patient, regardless day or night
- if he/she agrees with the indication for custody, he will immediately call the mayor of the town (as impartial offical) to get a temporary approval for custody
- if approved a person can be taken into custody, if necessary by force. A will be submitted to a closed mental facility
- after 3 days a hearing will take place where a judge will see the patient, his lawyer and hear the psychiatrist evaluation and progres and will decide if the person (or then patient) will be continued to be in protective custody.

Since 2009 on a yearly basis, they release their research findings in a report, called the MIS or Measuring Information Society Report. The report for 2014 was presented yesterday at the 12th World Telecommunication/ICT Indicators Symposium (WTIS) in Tbilisi, Georgia. 200+ pages illustrated with abundant graphs and tables is not a light read. One of the interesting numbers is the IDI or ICT Development Index, stressing a divide in global connectivity.

Over the past year, the world witnessed continued growth in the uptake of ICT and, by end 2014, almost 3 billion people will be using the Internet, up from 2.7 billion at end 2013. .... Despite this encouraging progress, there are important digital divides that need to be addressed: 4.3 billion people are still not online, and 90 per cent of them live in the developing world.

As this report finds, ICT performance is better in countries with higher shares of the population living in urban areas, where access to ICT infrastructure, usage and skills is more favourable. Yet it is precisely in poor and rural areas where ICTs can make a particularly significant impact.

Seems like projects like Google's Project Loon have their work cut out for them.

As a resident radiology, in my country (in europe) we can take the test questions home afterwards for studying purposes.

This newsstory; this is not cheating. Everywhere where school is, people try to obtain info from previous tests to know what kind of questions will be asked. Radiology is a vast field of medicine and a trillion questions can be formulated for testing purposes. If they always ask the same questions THAT would be a problem, and the Am. Board of Radiology would be the problem, not the residents. And if they always ask new questions, studying old questions would NOT be a problem, but just a study tool. So where is the problem?

Claiming copyright is just childish here, and reflects the current spirit of our days, SOPA/PIPA etc.
